Do I Need Framework?

MS recently updated me with lots of files relative to something called .Net Framework. From what little I understand about it, it appears to be something for programmers, which I'm not. It includes a couple of updates for C++ which I know is a programming language. Is any of this needed for my applications to run properly or for net surfing? Any harm in deleting every update relative to Framework?

.Net can be used for website production, but typically it will be other platforms and languages, such as HTML, PHP, ASPX (part of .Net), etc. You normally don't need the .Net framework for browsing, but will need it if you want to develop on .Net, or have .Net-based applications installed.
