Your link didn't transfer correctly but I figured out what the site was and took a look.

At first I thought it was a WordPress blog site but it's not. There is some heavy duty scripting on that page in Javascript and Ajax that makes the site behave like it does.

If you scroll down to the bottom, right, there's a link to the designer who created that interface.  Specifically, http://www.metalabdesign.com/
If you are truly interested in creating something like that, I would talk to them.
