We have a few datacenters and a dedicated server can be provided in any of them, if there is the server of the needed type present there. Please try to ping the following server to find out the ping times you can expect from the dedicated server:

2.do i have root access to this server?
That's right, you get full administrative privileges on your server.
3: can i restart it anytime i want ?
Yes, via command line or user interface. To be able to reboot hang server remotely, you need to purchase emote server rebooting or intense managed addon. The last one is available only for Linux servers and includes a lot of benefits. Please see the following URL for details:

There are no ports blocked for dedicated servers on our routers, but you may need and will have access to open the ports on firewall on your server, if it gets installed.
