I've got a dedicated host what should I put in as the primary and seconday resolver? Will updating this cause any downtime?

You are talking about the /etc/resolv.conf file? Should be the following:

   domain foobar.com
   search foobar.com
   nameserver 216.227.210.25
   nameserver 216.227.210.26
