You need to know HTML , CSS and Javascript. If there's server-side coding you need to know php or ASP (depending on the type of server). If there's database interaction you need to know SQL. And, of course, you have to know computer programming. Knowing languages is nice, but you have to know what to do with them first.
Dreamweaver just makes it easier - it doesn't do it for you. If you can't do it in Notepad, you can't do it in Dreamweaver. (Dreamweaver is like using a power saw to trim the boards on the house you're building - it doesn't build the house for you. It just makes it easier than cutting the boards with a dull nail file [Notepad].)

Well, it's possible to use a WYSIWYG page editor like DW without knowing anything about HTML, CSS, etc. However, you will be quite limited in what you can do, and if something doesn't quite work as expected, you'll probably be totally lost.

Say I have CS3 and it works well for me to create basic websites, why would I want to upgrade to CS5.5? <spam link removed>
<CS3 and CS5 are Photoshop, not Dreamweaver -- Mod.>
