I would like to set up email accounts for 2-3 volunteers who are helping with various aspects of my website.

Is there a way I can give them a place to log-in from with their own password, so I don't have to allow them into my cpanel directory?

Also, I would like to set it up so any incoming or outgoing messages the send/receive are forwarded to me so I can monitor their communication skills with our clients.

They should be able to login via webmail to access their e-mail without having control panel access.  As far as monitoring their messages back and forth, not sure if there is a way to do that via e-mail automatically, without having them manually just CCing or BCCing each message back to you. 

Have you looked into a help desk for that type of client/staff relationship? Would make monitoring for you a whole lot easier.  I'd recommend checking out TremenDesk.com for more information on that.
