Has anyone found any progress on being able to have Spamassassin rewrite the subject on servers upgraded to CPanel 11.28.64?

I am on Apollo and ever since the upgrade the subjects no longer get rewritten. I have even tried manually (since CPanel no longer has an option) adding rewrite_header Subject to the user_prefs file without success.

It is much easier to have users set up mail client rules for a subject test than a header test.
