I keep having an error when I try to send mail.  I've installed the SSL certificate for LP, but that didn't seem to help.

The error is: SSL Negotiation failed: Certificate error: Cert chain not trusted.  Try adding this certificate to your certificate database for SSL to succeed.  Cause (-6995)

I hope I have enough information there.. I don't know why it wouldn't work, I was using a different pop3 account before on this machine and it worked fine.

I can recieve mail, just can't send it.

I found that SSL works for IMAP but not SMTP. What kind did you install. Was it a personal one on your website? I do not know if they work for email aswell.
