I just opened a ticket for another issue on incoming (delivery to a Lunarpages hosted email account) SMTP
rate limiting. As usual, it is taking a lot of repeating that I am talking about
rate and not
simultaneous connections in that ticket. However I did get a non-responsive post of the following:

Please understand that on shared server, the configuration can not be customized.

This response doesn't answer the ticket but it does shed some information on this topic.
As I said before, if you take an example office of say 20-30 users behind a NAT router the odds of simultaneous connections on that one IP makes the 5 POP3 limit seem low.
I would recommend that the wiki page at
http://wiki.lunarpages.com/E-mail_Sending_Limits be renamed to
E-mail_Limits, the above be included and kept current.
