General rule of thumb would be to keep it under 20 per minute, and 200-300 per hour.  If your looking for a mailing list script that will help you accomplish that, both phpList and DadaMail will let you tweak their settings to do just that.  Hope that helps!

120 per hour should be fine -- you'll be nowhere near the maximum rate caps. Since you asked for "other considerations", I'll tell you not to send out newsletters to anyone who hasn't "double opted in". That is, they should have signed up on your site for the newsletter, and should have positively responded to a confirmation email. If you don't, you could find yourself (and everyone else on your server) shut out as a spammer when someone complains that they never signed up. At least you'll have a record proving that they did sign up, and confirmed it. Right at the top of your newsletter, have a reminder that they are being sent this newsletter because they asked for it to be sent to them, and give a simple way to unsubscribe if they no longer want to receive the newsletter. Keep a watch on bounces and immediately unsubscribe anyone who's rejecting your newsletters as spam. You want to avoid being labeled as a spammer and shut out by entire mail systems. You may need an SPF record to get into certain email systems, and in some systems you may have to remind your recipients to "whitelist" you by adding your email address to their address books. Be careful with the content of your newsletters, so as not to trip spam filters -- too little text and too many images, too many links, certain words commonly found in spam, etc. That ought to cover it, except for the AOLusers who click "report as spam" in order to unsubscribe.
