What do you mean by "down" are able to send but not receive, or can you not connect at all?

It appears to send but not receive...  I'm getting zero new mail in my box.  

I did put in a trouble ticket.

I wouldn't say it is either LP's fault or the user's fault.  CPanel improperly cached the information so far as I know, and it needs to be cleared. The user can't clear it, and we have to do it for them.  Also, to prevent it, I am not certain how that could be done, but it appears that people who are checking their email both in webmail and attempting to download it using a local client (especially Eudora) are having this occur sometimes.  My suggestion would be to check email in only the local client or webmail, not both at the same time.  I can't be certain this would correct the difficulty, but it seems a logical idea to me.

I mean literally checking one while the other is open as I noted when I said "who are checking their email both in webmail and attempting to download it using a local client..." Sometimes, people will go to webmail to delete their spam, keep webmail open, then try to download the mail in their client like Eudora or Outlook.  This can cause problems.

Its basically corruptiong when multiple connections are opened, or they aren't closed correctly (eg closing the program during mid download).
