Trying to add a Text Search feature to my website and after I add in the search box etc and publish it.... when I try to test it a pop-up asking for username and password appears just like when you 1st publish.  I have had other sites where I have added a search box and this didn't happen  Why and how do I fix this.

Be sure the extensions are installed and that you publish using FrontPage HTTP publishing to web address http://yourdomain.com.

Can you give the URL to the page?

yes, FP Extensions ARE installed

A search of the Microsoft Knowledgebase for "search form" shows 69 articles. In Google I found one article that suggests that a username and password might be requested if you have used hotlink protection for your site graphics or if any graphics are stored in password protected folders.
