While Flash has been used for animation and interactivity (as well as simply to annoy!), be aware that Flash is looking more and more like a dead end. While there's enough of an install base of Flash usage and players out there that it won't disappear overnight, HTML5 may become the method of choice. Witness the battle between Apple and Adobe over Flash vs. HTML5 in Apple products. As a developer, it would be foolish to ignore HTML5 and assume that Flash is here to stay.

Use flash as long as you're happy to not be able to be viewed by over 200 million and counting mobile devices.
And then count the other 200 million mobile devices which claim they can view it but really can't to any useful degree.

Flash are really very attractive but it takes time to load. For website, we always love to make as small as possible because heavy images and flash takes time to upload. While for static image it is easily uploaded and not takes high time. I think this is the reason to not choosing flash for website.

If there is an option to select between HTML 5 and flash, I will be better off selecting HTML 5. Using flash requires the visitors of the websites to also have a better updated plugin to support the smooth functioning of the website.

The downside of it is the fact that on larger applications it can be a resource hog. I've seen every single browser crash due to large Flash applications, I've seen latency of websites due to using large Flash files and I've always considered AJAX combine with the latest HTML 5 and CSS 3 as a more lightweight alternative.
Frankly he who goes to the trouble of learning Flash can also go through it to learn Javascript, XML, HTML5 and CSS3

Flash is not SEO friendly therefore i will say you should not use it in your website because it makes your website heavy and then website take time in loading. One more lose of the usage of flash is that your website will not get good page ranking in Google.
