as others have pointed out there are some good programs out there in the graphics area...tons, really...
the biggies have all been mentioned pretty much:
Photoshop ($$$)
Fireworks ($$)
Corel (???)
PSP ($)
good 'in-between' progs are out there - look for "light" versions of big names (adobe, corel, kodak, etc) and you might only have to pay like 10-30 bucks for a cd...
a completely different idea is to go out on a limb a bit and download the great open-source graphic prog - the GIMP. it is available for windows, just be sure to read the caveats on the page linked here:
