myself i like Paint shop pro, cheap and good enought for me.

yes, paint shop pro is the easiest to use for a beginner.  i would also suggest adobe photoshop if you can get your hands on it.  

i personally use both, but i utilize paint shop pro alot more than i should.  :P  adobe's filters are by far, the sweetest.
there are many others out there, it just depends on what you want to do.

Yes i agree PSP7 is a great prog for a cheap one, i use it about 50% of the time,
as for a more involved one i use corel 7 and 10.

Paint shop pro and Photoshop Elements both wonderful for beginners/advanced users with a budget. Both are about 100 dollars (US). I use Photoshop Full, but that cost major dollars so if it's your first graphics program i'd hold off. Honestly those are the best things i can reccomend. Everything else seams to suck. Oh sorry i forget sometimes, Corel Photo-Paint is comparable ot Photoshop, and I think it comes with Corel Draw, don't quote me on that though, but Photo-Paint is good. well those are basically the top four. stick with those and you're safe. Nowwwwww if you are looking to do huge amounts of web export, then you might want to look into Fireworks 4.0 by macromedia. It's comparable to Photoshop, but its strong points really seem to lie in export to the web. ok i think i've touched every base. good.

as others have pointed out there are some good programs out there in the graphics area...tons, really...

the biggies have all been mentioned pretty much:
Photoshop ($$$)
Fireworks ($$)
Corel (???)
PSP ($)

good 'in-between' progs are out there - look for "light" versions of big names (adobe, corel, kodak, etc) and you might only have to pay like 10-30 bucks for a cd...

a completely different idea is to go out on a limb a bit and download the great open-source graphic prog - the GIMP. it is available for windows, just be sure to read the caveats on the page linked here:

gimp is 100% free and does lots of what the programs we're discussing can do...in it's own way..

ehh, be warned all. the gimp is by far one the most unstable graphics programs around. the windows version still has so many bugs its really hard to be productive because you are reopening the program so many times. if you have linux thats another story. i've found that it works quite well on linux, and it's stable too. The GIMP isn't for the impatient.
