I see sites that have graphics laid out in pieces, I'm assuming in a table. My question is, how do they cut the graphic up in a way that they can get everything to line up again?

There are tools available to take a full page sized image (say, from Photoshop) and slice and dice it into smaller pieces with various functions (buttons, etc.) and the HTML and Javascript behind them. I don't use these tools myself, so I can't give any names. This, by the way, is a very poor way to lay out a page, as they're usually implemented as deeply nested tables, rather than proper CSS layout. They may be a fair starting point for someone more visually oriented (i.e., non-programmer), and wants to do a Photoshop mockup of the page, but proper HTML and CSS should be used instead of tables.

I'm only a beginner on photoshop but i find the tile function useful in aligning pictures to make a smooth background image.

That's the opposite of what was originally asked for!
