Heh, I guess CSS is the web equivalent of Photoshop layers. I've been toying with it in Expression Web 2.

I'd say that CSS is the web equivalent of Photoshop completely.  Without CSS the web can be a cold, boring, stark, colorless place but with CSS you can create your own CSS Zen Garden of beauty.
