Ok, for flash, I'm not sure, I don't use it for HTML, however, I have an idea. If you're talking about a page that says loading... while you're loading up the graphics...I'm not really sure, but it sounds like you could do 1 of 2 things:
1. Make a popup that says: Please wait while the page finishes loading.
2. This I consider pretty creative on my part: You could have a page that says: loading...before the first fold. And below it, have all the graphics load, so they will be stored in the cache. Then, after the estimated time you think it takes to load all the graphics, you can have it redirect to the first "real" page in your website.
That way, it could load a lot faster.
