Is it possible to setup up more than one user name/password to access CPanel functions?  If so, how?  All I can see is the ability to add e-mail accounts

No, the control panel can only be accessed using one username and password.

Do you mean that you want people to be able to access their webmail without logging in? If so, visit http://www.yourdomain.com:2095

(where yourdomain.com is your domain name).

You can login using your full e-mail address and e-mail password.
