I am using Front Page and have done several web sites. A non-profit has asked me to do a new one and also asked that I include a volunteer sign up page. They want to have a drawing of their auditorium at the top of the page which will show assignment positions for 1 through 23 people. Below the diagram they want to have those 23 slots listed as a sign up sheet and their volunteers to be able to access the web page and interactively place their name in one of the available volunteer sign up slots (1-23). In that manner all they want to be able to do is send out an email and ask people to sign up for one of the 23 positions and everyone at a moments notice could see how full or how short they were on volunteers.

I haven't done anything like this before and don't even know if it is possible to do with front page. The other obvious concern I would have is someone being able to enter information that is improper.

Anyone have any experience in putting together something like that or can you point me to a resource for help. I would truly appreciate it.

I think I understand what you're thinking of and with enough time and effort you may be able to accomplish it. I can't advise on the fancy solution, but I can suggest a low tech solution that might accomplish the goal with much less time and effort.

This would be to have the diagram and volunteer opportunities displayed in a diagram at the top of a FrontPage guestook. Each person would enter into the guestbook form the position they were volunteering for and the others would be able to see from the guestbook which slots were already taken.

If you were so inclined, you could update the diagram periodically to show the positions already taken.

To make the process semi-private, you could password protect the folder holding  the guestbook using a simple username and password that you would disseminate to those who needed to know.
