Okay, what am I missing?  There seems to be no way for new users register on my site.  The login is displayed which is fine if I've already manually added the user, but there seems no way for a new user to register?  Am I just blind?

Have you turned on 'Allow User Registration:' in the global configuration?

That was the problem.  Thank you.  My mistake was in thinking that the two options,

Allow User Registration
Use New Account Activation

were independent of each other.  I had selected only 'Use New Acccount Activation'
