Help with .tpl files

Hi all - I am very new to using phpBB and am ttrying to customise a style. I have altered Dreamweaver MX to read .tpl files and have been able to make some changes to the tables. My current problem is that changes I make to the background color do not show up..?

As I recall the default template has all the CSS included in both the overall header template and css file. Delete all the css in the overal header file and then any changes you make to the css file should take effect.
