I've done the recommended upgrades to SMF... 1.1.8 then 1.1.9.  I did it through the Admin area.

I tried to change the code for a smilie and got this message:

You have an error in your SQL syntax; check the manual that corresponds to your MySQL server version for the right syntax to use near 'LENGTH(code) DESC' at line 2
File: /hermes/bosweb/web249/b2497/ipw.chnetwor/public_html/forum/Sources/ManageSmileys.php
Line: 654

Note: It appears that your database may require an upgrade. Your forum's files are currently at version SMF 1.1.9, while your database is at version 1.1.8. The above error might possibly go away if you execute the latest version of upgrade.php.

So is it normal that when I upgrade the SMF version that I also have to do upgrade.php?

If it helps, here's the forum: www.chnetwork.org/forum

Thanks!

PS: To further clarify.  I upgraded WowBB forum to SMF 1.1.7.  Shortly thereafter, I used the link in the SMF Admin area to upgrade to 1.1.8 and then to 1.1.9.

That does not sound normal. I just did the same upgrade without issues a couple of days a ago.

I have seen it happen with some upgrades. Upload a copy of upgrade.php and the new mysql sql file for the upgrade then browse upgrade.php to fix it.
