Is it possible to transfer data over the web in an encrypted format without useing SSL? Something that wont cost much or is preferabely free.

We will be transmiting information such as social security numbers and other personal information.

We are using PHP/MySQL

How much extra would it be to get SSL suport under the standard plan, if this is possible? Also what would SSL support include?

You're going to want to use SSL, if it's any kind of sensitive information.  Send an email to support@lunarpages.com and they'll help you out.  You can continue posting to get more guidance on how to use SSL and where to put pages and such.
