Can i set up one on a sharing account or do i need my own dedicated server and if so does it have a ffmpeg or mencoder so i can convert videos to flv? thanks

Its possible to get onto a shared server with ffmpeg however mencoder is not available on shared servers.

Video sharing site scripts are really resource intensive and not recommended for shared hosting.

Starting out, you would maybe be able to do it on a VPS server, then as you get going, upgrading to a Dedicated would be needed.

Sites like youtube, do not generally use a single server, and instead use a cluster of servers for their sites.
