Yes, lunarpages is Webtv/MSNTV compatible.

webtv compatibility has to do with the webpage coding. because webtv uses a very small screen size, it has to reformat many websites to fit it. so if you need webtv compatibility, just code youre site for a very small screen resolution, like 640 by 480.
