I am looking to build a website that does restaurant reviews but has but has options for

User posted reviews
User rating system
Recommendations etc

Does anyone know of anything that could help me out,
and/or any suggestions for what or how I should build this.

I think WordPress is great for everything.  Very Happy

For user reviews, you could use the comments section.  For the restaurant reviews - that could be your postings (like it would be with a blog post) then for some of the extra functionality you could look towards some of the WordPress plugins out there.
