I tried to change my hosting account password and put special characters like #@*&, yet it doesn't accept it.  I would think that allowing such characters would me my account more secure.  Any reason behind not allowing such characters?

We don't allow special characters in the passwords. One reason is that current passwords on file are used to register domains and Tucows/Opensrs who we register them through does not accept them. I am sure there are more reasons.
