Netscape composer is a great starting program for HTML static pages.
I used it for years. WYSIWUG interface allows you to create page and then look at code to help in learning it.
Netscape is "fading" away... so I suggest Seamonkey by monzilla it has a composer and its open source.

For FTP I use filezilla again free.

To view code I use notepad2  just about right for me. Freeware.

Edit pictures and resize reformat = Infraview... Freeware

But I am all wordpress now modded to CMS... it is just so easy to login change page and your out.

That said I still use all programs above... because to mod wordpress HTML, CSS, PHP is code...
