I have created metagtags on my index page and submitted this Google but nothing has happened for 6 months.
1. Question: whithin Lunar pages,  is there a facility to submit my website to search engines?
2. Question: My index page was created in Fireworks = gif  slices which have no html content. Spiders can't find it. What could I do? Is there a 'hidden hmtl file' I could attached or do I have to re-design the index page inserting html slices.

Well you might want to look at other points of search engine optimization to make sure you are doing all that you should.  Make sure you have like minded web sites linking to you, submit yourself to the search engines (although some say you do better if you let them find you, just a side personal opinion there) and make sure you have plenty of good content.
