When I used the Post Nuke installer, I got the error message stating that I did not have root access to MySQL... I'm not sure why that is. I'm not even real sure what that is. If anyone cares to explain, I sure would appreciate it.

After a few choice words (ok, a lot of choice words), I did manage to create a database.
I could then use the installer to dump the tables.
Now, Where do I view these tables?
I've looked all through the control panel, but I can't find anything.

Also, PN came with a directory named: phoenix-sql, and one file in that directory: Phoenix-0.71.sql.

I uploaded this directory and file, but was wondering what it's for, and if I need this?

I think you need to run pheonix.sql in phpmyadmin to setup the database.

I set the database up manually because, apparently, I don't have root access to MySQL. I then used the installer, and it created the tables.

Does anyone know where I can view the tables at?

You can use phpmyadmin to view the tables.
