Yes, LP's hosting will support phpBB. If phpBB supports Chinese (labels and prompts I presume; the character encoding would be UTF-8), it should work here.

You'll have to ask Sales about that, whether there are any fees to change plans.
If phpBB supports dynamic domains, you'll have to ask LP whether they allow it. If you have VPS or dedicated, it's more likely to be allowed than in a shared server. One thing to keep in mind is that LP doesn't allow you to sell or give away web services to others on a shared server.
You can set up multiple domains on one hosting account ("add-on domains"). They are separate websites with their own files.

New accounts on Linux (Apache) servers are LPCP (LP's own control panel). Other types of servers have other control panels.
LP has several server sites. I believe that they are moving the Los Angeles data center to Anaheim. There is a Las Vegas data center, and possibly others. They're all in the same region, but not at the same location.
