The LP site shows all that you get with the Webmaster account, but only the storage and bandwidth limitations (http://www.lunarpages.com/reseller-webmaster/).

Where do I find the full detail of the plan including other restrictions (for example on my Basic account there is a 400 e-mail/hr limit, there is a limit of 1 free e-mail list, etc.) and/or add-ons and costs (like additional e-mail lists)?

Since the reseller plans are also run on shared servers, they would have the same restrictions including the email limit. Additional mailing lists cannot be added at this time but 1 free is provided and you can install phplist or other mailing list programs. Other possible costs are listed as options in the signup form when signing up online for a reseller plan.
