Rails Won't Run

I requested to have rails set up on my account and it just plain does not work.  I had my app generated by the help desk people and what I get is a default page here.

And that's it.  I've generated a tests controller and wrote a quick sample view.  Still nothing.  I'm using this for URLs.

My routes.rb is left at the defaults. My test controller implements an empty index method.  My index.html.erb exists.  But I'm not even getting rails-style error pages, just standard Apache 404 and timeouts. "I've pretty much exhausted every possible URL I could think of that would make ruby code actually run through a browser.

Strangely enough, I have no problem running /script/generate off the command line to generate controllers.  I can even clobber the cb_rails folder and
regenerate it using "rails cb_rails" and it'll regen just fine. 

I'll just flat out stuck.  Any ideas?
