Well, there will have been ... but don't look for it on-site. As PageRank is calculated by assessing quantity and quality of inbound links, reasons why PR dropped must mainly be sought for off-site. One or some of your inbound links presumably have either been downgraded or totally devaluated by Google, or just have vanished (sites linking your's being given up or links being set to 'nofollow' or taken away). A drop from PR4 to PR3 normally shouldn't be something to worry about too much anyway, as these are rough figures only, all this could possibly mean no more than that your PR went from 3.51 (=4) down to 3.49 (=3) ... see the importance of the change there?
It's time to worry when PR is totally taken away (gray bar, I have seen this for banned sites only) or set from something far above 'one' back to 'zero' (white bar, this seems to be done manually)
Consider all this, but still listen to what's being said about the site itself, too, though!

It's the great mystery of Google. Don't know how else to explain it. You can theorize to you are numb, but the reality is Google will never tell, maining you'll never know.
Should change back however.

In my experience, the PR went down due to the reduced frequency of new content on site.

Page rank depends on the quality and quantity of back links. If you have back links from high PR sites then you can get higher and higher PR for your site. So it must be devoid of backlinks high PR.

That can also happen because you've deleted lots of links at the moment. As it was said previously Google doesn't like paid links and if you delete lots links at one moment Google considers this to be a sign that all those links were paid and you just didn't pay for them again and they disappear. If you want to change your content do it smoothly like delete one page and put something instead, leave links for it and then move to the next page.

Page rank depends on quality and quantity of back links. If you have good back links from high PR sites then you can get more and more high PR for your site, if you lose backlinks from other sites your site page rank will be drop this is big reason to drop page rank.

If your content is outdated and is not fresh, the links on your site are of low quality, these are some of teh obvious reasons for low PR.

Check the number backlinks of website. Find from where you have lost the website. If you haven't loss any backlink then check the quality of backlinks and the website from where you got it. Check the relevancy of the websites from where you have got the backlinks.

I have never heard about such a strange situation...Though all what concerns PR is unpredictable. My PR hasn't dropped because of any SEO manipulations, but I once got out of Google's SERP because of too much link-building

You might want to do some on site optimization. Try changing your internal navigation to your home page links to your domain name and use the your target keywords in your anchor text. You might put alt and title tags on your home page graphics.
Perhaps you would be better off with your blog as part of your own domain.

I believe that Page Rank consider both Quality and Quantity. The main reason for reducing the PR is that there is no any update done by you. So you have first maintain the quality and lacking of the backlinks from the high PR websites.
