There is nothing such tool or command to check ban if your site is not coming in SERP with your major keywords or with your domain ,it is considered as banned.

Well i think if your website is not appearing in the major SERPs since long time ,it simply means that your website has banned. There is no any other such tools.

There is not any tool bar available for check this but if Google not cache your pages and your result is not appear in SERP on your keyword then it is possible that your site ay be ban in Google.

I think for such kind of situation iwebtool is the best tool to check a banned site in Google.

I think sandbox means actually ban on Google because once your site gets into send box of Google it is really hard to recover it.
