Is the safe option?

301 redirect is the most efficient and Search Engine Friendly method for webpage redirection. It's not that hard to implement and it should preserve your search engine rankings for that particular page.If you have to change file names or move pages around, Is the safe option?

Yeah, 301 is the safe option to redirect URL to other URL and change file name, you can also get all your back links to your new URL after redirection as well as your web page PR also remain the same as old URL

Yes, 301 redirect is search engine friendly but should keep it simple. I mean redirecting 1 url to another and then redirecting that URL to another one, is not a good practice. Instead of this, should make 2 different 301 redirects to the destination URL, otherwise it will increase load time of a page.
