Hello, newbie question here as I am by no means a very qualified web designer. Anyhow, I made a website for a business client that I work with and I am having a heck of a time coming up in any search engine searches. I know it has to do with the meta tag and that it takes time for crawlers to throw you in the database. However, it has been a year and searching any combination of my meta name descriptions comes up blank. Any help is appreciated, I included the head portion of my site below.

Yeah, by search engine standard - the importance of meta tags has really dropped off in the past few years, mainly because of abuse issues.  I would say keep it around ten or less, and make sure they are unique and relevant to the content on the page in question.

Another way to improve ranking is to submit your site in different directories. Many of the search engines like google use openDirectory project. That is the best one to start with.

Also, try joining a link exchange program. That helps drive traffic to your site as well as digg.com.

I don't really like the automated link exchange programs.  For the most part, they all look very fishy, plus if Google catches you doing it - you risk being de-listed.

That brings up an interesting point. I see that my site is found on a number of random sites -- some totally unrelated, some lists of sites by region, server, name (alphabetical order), etc. In the "totally unrelated" sites (including porn and various "male enhancement products"), it appears to be "stuffing" to fill up the site. I did not request that my site be listed there -- is Google going to penalize me in any way? If so, should I make an effort to get my site name off of the less savory sites?

WRT the original post here, a year is an awfully long time to not be listed at all. Are you sure that you aren't listed, or are you just not listed as highly as you feel you should be for a reasonable set of search terms? Remember that search engines need to know about you from somewhere else -- either a link on an existing, cataloged site; or an explicit submittal. They don't just magically show up on your on your site and start indexing you. You placed your domain in the first post, so Google will find it now, if it didn't know about it before.

I just googled for california truss, and you came up number 4 on the first page, so evidently you are listed.

I would definitely recommend you set up a webmaster account on google. This way you can an under the hood look at what is being crawled , indexed etc. Metatags are largely out of the mix, but backlinks are good, but dont go looking for random auto generated link exchanges--you rink being delisted. good luck
