My position in Google’s search results differs significantly when I change keyword search order.  For example, the result for “widgets new features” is positions 1 & 2, yet the result for “feature new widgets” is not in the first 100 positions!  In my case, “widgets” is an infrequently used keyword, so the number of matches is rather small.

Since “feature new widgets” is not a phrase you would see in a sentence, how would you optimize for it?  Is this set of results just an anomaly?  Advice on any aspect of this problem is welcome.  TIA.
