Long titles look too spamy and you could lose some visitors because of this, do it only if you really have poor ranking. I have voted for "web design & development services company" because it looks better. The separator character is not important because you don't want to rank good for them (I suppose:P).

I think Second is best title for seo result but there are 78 Characters in this title so you can rewrite your title approximately 65-70 characters with space, because Google displays approximately 65-70 characters with space for the title in search results.

The third one is awful looking. It's far too long and it's ungrammatical. If you had that for a title, I wouldn't get past the title before I left the page. (By the way, when you say "title", I presume you're talking about what goes in the <title> tag and is shown on the browser title bar, and not an <h1> heading.) The second one is better, but may still be a little long to be fully displayed. The first one is nice and concise. It's short and easily readable by humans, shouldn't be "cut off" by any search engine listing, yet has the important keywords that you want search engines to notice. I would put your company name in there too, not just your tag line (what you do). Be careful to confirm whether you need "&" or "&" before you go "live". Please vote with your experience not from your knowledge. Eh? What's the point of having experience if you don't gain knowledge from it? Did you mean "not from your opinion or taste?"

This should be the first tag in the Head section of the page. There is evidence that search engines give more weight to factors higher up the page.

I'd pick the second most probably. The third is just way to confusing for a consumer not to mention too long.

Google only shows about 60-65 characters in the title tag
It doesn't really matter whether your title tag is long or short, AS LONG as the most important keywords are right at the start, or near the start.
If you look at the search "home business" for example, you'll note that most of the top 10 sites have the word "Home Business" right at the start of the title

From my experience well optimized titles does impact rankings but over optimization doesn't work. Long list of keywords looks spammy and SERP rankings has dropped for one of websites because of this reason.

Up to my experience, 1st one looking good, need and smart as well as, following combination of keywords covers in that title, Web design, Web development, Web design company, Web development company, Web design services, Web development services And the title length also looking within 65. Then if we get a nice backlink for a website, it will easily rank in all the search engines. thanks,
