successful means more than just having a site that looks and good and is easy to use, it means traffic.  the Library of Congress' America's Library, a site  built by the US government recieved of 100 million hits from 4/2000 to 4/2001.  Read about how they did it http://www.newmedia.com/nm-ie.asp?articleID=2974
