Hi chickorychick,
Is your account shared hosting (low cost basic/business plan) or is it semi-dedicated/dedicated hosting? I ask because the instructions for installing this if you select download for the Fedora option (CentOS is what most of our Linux run and that is part of the Fedora family of products he has listed), then you get this as the instructions after you download the rpm at
http://sheltermanager.sourceforge.net/linux_rpm.php 1. Download the rpm file.
2. Install it, either by double-clicking the .rpm file in your file manager or by running
rpm -i sheltermanager-2.6.2-2.noarch.rpm
as root at a terminal.
On shared servers, there would not be access for a customer to run root commands, so a customer on shared servers cannot use this software application there.
If you are on a shared server, you might want to contact the author of the application and ask him if there is any way as a shared customer who only has the ability to use .tar.gz files in your /home/user location if there is any way to run his product.
If you are on VPS or dedicated, then just follow the simple on-screen instructions he provides in root SSH to install the product.
Thanks.
