I am installing and testing a BB, and am able to post a new topic without logging in.  Why is this happening?  I certainly want to require people to register and then log in before they can post!?

You need to login as an administrator, then set up the permissions for each bit of the forum. You can set up who is allowed to post. Guests are allowed to post by default, you just need to switch that off in the forum's settings page.
