Does the available RAM affect the size of the files that can be uploaded?

Someone is trying to upload via FTP a video file of about 180mb, but my server only have about 75mb free.

It's getting to 99% and then fails...leaving only about a 700KB file on the server.

Directly no, memory does not effect the size of an upload, but if you have a lot of connections it can cause an issue.  I am assuming that 75mb is free memory, so that should still be enough to upload files.  I recommend having the person try to upload using different software and check their ping (beyond just a 4 count, you can do this with ping -t). if everything appears to be ok there then submit a ticket and maybe we can review you vps logs.
