Help with a "posting" website

I have the design of my website done, I just am unsure how to make it...useable.. in the way I made it for. Basically it is a website for my group of friends to use with sports predictions and I want to have users, so I have a register, login, and post forms. I just dont know if i should use PHP or javascript, and I do not know how to set up a database (mysql?). I noticed lunarpages has some things in the control panel that might make it easier. Just looking for some help, thanks:

Check for Dreamweaver, I think that's the best option for you.

Dreamweaver isn't going to help you a bit, if you need a database and scripts to process the data and generate new pages. I would suggest finding an existing open source application such as a forum or blog and modify it from there. Of course you will need to know PHP or whatever language it's written in, but that will be easier than starting from scratch. Also search for existing applications that do close to what you want, as well as add-ons or plug-ins to Content Management Systems such as Wordpress, Joomla, or Drupal. They may not take much modification.
