Re-upload the perl file and force the transfer to an ASCII transfer.  FTP will transfer in either BINARY or ASCII.  A perl script MUST be uploaded in ASCII or it will not work.  I'm sure that's the problem.

I'm not sure how to set ASCII transfer in WS_FTP.  CuteFTP transfers .pl and .cgi files in ASCII as an installation default.
