i know u can change it with php for a page by page basis, but i also know u can change it in the ini file(set the default timezone)
but well i dont know how to do the ini file and im not sure if its allowed on freehosting but well..
can someone let me know if its allowed? or
how to make it so that whoever is viewing my site (the time is in their timezone for them)
sees the right time it is there.

You can create your own php.ini file for cPanel and LPCP Linux servers and you can use the following line to set the default timezone:

date.timezone =

What would follow the = should be set by the list http://nz.php.net/manual/en/timezones.php where you would pick the one you wanted as the default. This only answers your initial question on setting the default in php.ini as you cannot set a slew of timezone variables in php.ini for visitors to select. Those do have to be coded in your application.
