I just installed XMB message boards and there is an empty forum that we can't get rid of.  Its not in the administrative panel....and its just there???

First delete the database that the forum created, then just delete the forum directory that is in your public_html directory.

Two things you can do:

One is reinstall the forums, just delete the database and forums directory, then install back.

Or

Two, go into CPanel/SQL Database/phpMyAdmin, it should then have a list of the tables on the left side, click on "xmb_forums", then "Browse", now it should have the list of all the forums, under "name" look for the one that's blank, once you find it, click on "Delete" beside it. And that's it, that forum should be gone.
