since there are heaps of lunar sites, i think the best way in order to do this would be to have the webmasters submit their site for linking.  which the "link" admin could actually make sure the site qualifies in the catagory that it was submitted too.  pretty similar to how dmoz.org does it, but only for lunar hosted sites.
