1.)  Can we have multiple users log into our MySQL Database using the user names/passwords I set up in the database without them having access to the global account name/password?  If yes, how would they log in?  Can I give other programmers access to PHP MyAdmin without them having global access to the account?

2.)  Regarding FTP users...  I have created a couple FTP users and I noticed a directory under public_html is created with the FTP users name.  It appears all uploads from that user are dumped into that directory.  Is is possible to give the FTP user access to other directories or are they limited to only the one folder?  If it's possible to give them access to other areas of our website, how do I go about doing that?

1, No, not via the phpmyadmin.. But you can give permissions to access the databases remotely.

2, At this time, it is only possible for the users to upload in the directory under public_html

We are working on a complete new control panel solution that would allow that.
