If I store MP3 files & videos outside the html folder, should I be able to access them from joomla web site just to play ( but not download)? How can I prevent other to save/download these files?

That might be hard to do, unless you put them in some password protected or members only part of the web site.  How exactly is your site going to be setup?

Well the owner wants to have some of their music playing (showcasing) while also traying to sell CDs and DVDs. I am trying to prevent the download while visitors just listen to the music or viewing a video clip.

Hope this make sense

All you can do is to put excerpts of the music or video in a public area. If you make the full  item available to play, someone will figure out a way to save a copy of it. It may be as simple as going into the browser cache and copying the file to a permanent home. For streamed material, it would be a bit more complicated, but I'm sure if you look around, you'll find software that saves a copy of streamed audio or video.

Full audio and video files would be kept either outside of the public_html/ tree (inaccessible to a browser), or in a password-protected directory, and moved as sold to a place where the buyer can download it. Presumably, any canned shopping cart software that handles digital downloads would have this worked out.
